BACKGROUND:

Government Code §7522.56 requires a 180-day separation ("sit-out") period following the date of retirement for non-safety retirees who intend to be re-employed by a public agency within the same retirement system.  Provisions (F)(1) specifically state: (F) ‘a retired person shall not be eligible to be employed pursuant to this section for a period of 180 days following the date of retirement unless he or she meets one of the following conditions; (1) the employer certifies the nature of the employment and that the appointment is necessary to fill a critically needed position before 180 days have passed and the appointment has been approved by the governing body of the employer in a public meeting. The appointment may not be placed on a consent calendar.

 

DISCUSSION:

In October 2016, the Office Public Safety Communications engaged the participation of their public safety partners including the Sheriff’s Office, Fire Service, AMR, the EMS Agency, Daly City, East Palo Alto and Broadmoor Police Departments, to comprise multi-disciplinary teams to develop specifications for the replacement of the County’s Computer-Aided-Dispatch System (CAD), Business Analytics System, and (GIS) Mapping Systems. Procuring these systems necessitate operational expertise along with knowledge of said technology in order to ensure that systems considered and ultimately chosen are well defined, vetted and demonstrated. This expertise will ensure that the stakeholders who use these technologies are assured they are selecting the best possible systems for future use.

 

Jaime D. Young has been employed with the County of San Mateo for 35.5 years, 25 of those years as the Public Safety Communications Director.  During her tenure, she was involved, had oversight of, or managed many projects that impact the Department and/or the public safety agencies served.  To name a few, Ms. Young had varying degrees of responsibility in the Department’s implementation of the Emergency Medical Dispatch System and its accreditation certifications, the integration of local many police agencies dispatch services to the County Dispatch Center and the total consolidation of the Fire and Emergency Medical Services dispatch delivery systems.  These projects not only impact the day-to-day operations of all public safety entities in the county, but impacts the aforementioned technology that will be replaced or newly procured.  As such, new operational plans, policy, procedure and functionality will be developed as the new technology is employed. 

 

Ms. Young has been an integral part of the effort known as the Technology Initiative Project for Public Safety (TIPS Project). The TIPS Project is currently in the procurement phase and is scheduled to enter into contract negotiations prior to the end of the 2017/18 fiscal year.  Once a contract is awarded, the systems will be configured, programmed, tested, trained on and implemented in accordance with the commissioning of the Regional Operations Center.

 

Ms. Young will be paid $72.00 per hour, which is equivalent to the hourly rate of pay for a Communications Center Manager position. Pursuant to Government Code §7522.56, accumulative work hours will be limited to no more than 960 hours per fiscal year.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this resolution will contribute to the Vision 2025 outcome of Healthy Communities by allowing the procurement of vital safety technology to continue on course.

 

FISCAL IMPACT:

There is no increase in net county cost associated with the recommended action.   Expenses for this contract will not exceed $100,000.  Funds for this contract will be appropriated from the salary savings of said Communications Center Manager position, which is already funded in the PSC FY 2017-18 Adopted budget.
