Adopt a resolution authorizing an amendment to the agreement with Environmental Science Associates (ESA) to provide permitting consultation and construction support for the Alpine Road Trail Improvements Project, and increasing the amount by $35,000 to $420,000.

BACKGROUND:

On January 27, 2015, your Board adopted Resolution No. 073619, which authorized an Agreement with ESA to prepare environmental documents and provide permitting services for the Alpine Road Trail Improvements Project (Project) in the amount of $300,000. The services to be provided in accordance with the Agreement included: review, revise and recirculate the Initial Study/Mitigated Negative Declaration, and complete the permitting process including incorporation of regulatory agencies’ comments into the final Project design.

 

On May 10, 2016, your Board adopted Resolution No. 074504, which authorized an amendment to the agreement with ESA to finalize the environmental documents, complete the permitting services, and provide construction support, increasing the not-to-exceed amount of the agreement by $85,000 to $385,000.

 

DISCUSSION:

Heavy rains during the winter storms of 2017 caused a portion of the Alpine Road Trail (Trail) adjacent to Los Trancos Creek (Creek) in the Ladera area to be compromised due to erosion of the creek bank.  This area is within the Project limits and needed to be addressed to complete the trail work.  The Department requested ESA to evaluate feasible emergency repair alternatives and consult with the regulatory agencies such that repair measures could be completed prior to the upcoming winter.

 

Additionally, there were unexpected delays during construction of the Project due to conflicts with PG&E owned utilities.  As a result, the construction work schedule for the creek bank repair locations was accelerated and included weekend work in order to complete this work within the timelines required by the regulatory permits.  This resulted in additional ESA staff time than originally anticipated.  ESA has indicated that this amendment will allow them to commit the resources required to address the issues and work anticipated through completion of construction of the Project.

 

The amendment to the agreement increases the not-to-exceed amount of the agreement by $35,000 for ESA to consult with the regulatory agencies, complete the environmental documentation, and to provide construction support services for the Project.  The Department recommends that your Board approve the amendment to the agreement.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

Approval of this amendment contributes to the Shared Vision 2025 outcome of an

Environmentally Conscious Community by maintaining the existing recreational opportunities for the benefit of the public.

 

FISCAL IMPACT:

Amendment will increase the not-to-exceed amount of the agreement by $35,000 to $420,000.  There is sufficient funding in the FY 2017-18 Capital Improvement Program Budget to support this increase.
