BACKGROUND:
On January 27, 2015, your Board adopted Resolution No. 073619, which authorized an Agreement with ESA to prepare environmental documents and provide permitting services for the Alpine Road Trail Improvements Project (Project) in the amount of $300,000. The services to be provided in accordance with the Agreement included: review, revise and recirculate the Initial Study/Mitigated Negative Declaration, and complete the permitting process including incorporation of regulatory agencies' comments into the final Project design.

On May 10, 2016, your Board adopted Resolution No. 074504, which authorized an amendment to the agreement with ESA to finalize the environmental documents, complete the permitting services, and provide construction support, increasing the not-to-exceed amount of the agreement by $85,000 to $385,000.

DISCUSSION:
Heavy rains during the winter storms of 2017 caused a portion of the Alpine Road Trail (Trail) adjacent to Los Trancos Creek (Creek) in the Ladera area to be compromised due to erosion of the creek bank. This area is within the Project limits and needed to be addressed to complete the trail work.
