BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District Two has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015. 

 

PROJECT SUMMARY:

This is a request to authorize a grant to Peninsula Family Service, and resulting grant agreement in an amount not to exceed $45,540 to replace the flooring of the Early Learning Center at the facility in San Mateo. The County Manager’s Office will administer and manage the proposed agreement.

 

Replacing the flooring in the Early Learning Center is Peninsula Family Service’s priority health and safety need as an organization.

 

The Early Learning Center, located at the Peninsula Family Service facility in downtown San Mateo, is one of nine center-based programs that the organization operates in San Mateo County to serve almost 500 children and their families.  As a provider of quality early learning programs since 1979, safe and inviting environments are critical to Peninsula Family Service’s work. Since opening the Early Learning Center 12 years ago, the organization has attempted to maintain the flooring through regular cleanings.  However, over 50 pairs of active little feet and hands have made their mark, and replacing the flooring is an important health and safety consideration at this point.

 

Peninsula Family Service has operated the Early Learning Center at its San Mateo headquarters since 2005.  The organization currently serves 54 children from ages six weeks to age 5.  All services are subsidized by federal, state or local contracts.  Twenty-two (22) children ages 0-3 are supported by Peninsula Family Service’s federal Early Head Start contract and as such, represent our community’s most vulnerable children.  Many are living at or below the federal poverty level and/or are homeless.

 

The $45,540 grant will allow for the entire Early Learning Center to be re-floored, promoting the health and safety of the children who are served by the Center.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
