BACKGROUND:
On December 1, 1981, your Board approved the first agreement with the California Department of Food and Agriculture (CDFA) to initiate the Pest Detection Trapping Program. The agreement has been renewed each year. The statewide insect pest detection trapping program protects the agricultural industry, home gardens, and the environment by providing early detection of exotic pests that may be introduced into California.

DISCUSSION:
The County will receive $551,190 under agreement #17-0118 as reimbursement for personnel hours expended on Exotic Pest Detection Trapping Program activities during FY 2017-18. The lateness of this agreement was due to delays at CDFA resulting in the Department not receiving the agreement until October 6, 2017. Program staff place and monitor 555 Mediterranean fruit fly (Medfly) traps, 555 Mexican fruit fly traps, and 1,888 other traps per year (including Japanese beetle, gypsy moth, Oriental fruit fly, and melon fly). The insect traps are placed throughout the County on residential and rural properties and are serviced at regular intervals from April through November.

The Agriculture/Weights and Measures Department also requests your Board give authority to the County Agricultural Commissioner/Sealer to execute additional amendments to this agreement with CDFA which modify the State's maximum fi...
