BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District Five has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

PROJECT SUMMARY:

This is a request to authorize a grant to Peninsula Family Services, and resulting grant agreement in an amount not to exceed $1,500 to provide sponsorship in educating cities in creating a more age-friendly community. The summit will focus on age-friendly initiatives which will be a key condition to membership in the World Health Organization (WHO) Global network of Age-friendly Cities and Communities. The Age-Friendly cities model requires a coordinated approach across all sectors.  The goals of the summit are to inform and engage community leaders, elected officials, health and human services stake holders, and older adults in a process to assist all the cities in San Mateo County in becoming certified as Age-Friendly by the World Health Organization.  The San Mateo Summit will mirror the successful Age-Friendly Cities (AFC) conferences held in Santa Clara County, but will focus on the unique challenges and opportunities of San Mateo County.  The event will be held at the Sobrato Center on Thursday, November 9, 2017, from 9:30 a.m. to 1:00 p.m.  The County Manager’s Office will administer and manage the proposed agreement.

These funds will be used for the following:

                     Help co-sponsor summit and program.  Additional Co-Sponsors include Kaiser Permanente, Peninsula Healthcare District, and Sequoia Healthcare District

                     Content Partners include San Mateo County Aging and Adult Services and CAFÉ (Center for Age-Friendly Excellence)

                     Age-Friendly Cities Summit will be held November 9, 2017 at the Sobrato Center (room has been donated) at 330 Twin Dolphin Drive, Redwood City, CA 94065

                     The cost will defray the full cost of the lunches (no-charge event)

                     Materials which include flyers and signage for the event

Total Measure K Request: Not to Exceed $1,500

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Peninsula Family Service Age-Friendly Cities Summit contributes to the Shared Vision 2025 outcome of a healthy, prosperous and livable community.  The Age-friendly cities concept is a local response to encouraging active ageing by optimizing opportunities for health, participation and security in order to enhance quality of life as people age.  The eight domains needed to address the WHO criteria will focus on outdoor spaces and buildings, transportation, housing, social participation, respect and social inclusion, civic participation and employment, communication and information, and community support and health services.

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
