BACKGROUND:

Senate Bill 833 (Chapter 30, Statutes of 2016) introduced a new Naloxone Grant Program within the California Department of Public Health (CDPH) that aims to reduce the number of fatal overdoses in California from opioid drugs, including prescription opioids and heroin, by increasing access to the life-saving drug Narcan nasal spray, a naloxone product.  San Mateo County is 1 of 61 California health departments that were granted one of these non-competitive grants.  BHRS is receiving an estimated 696 doses of Narcan nasal spray that will save the lives of approximately 348 San Mateo County residents that experience opioid overdose.

 

DISCUSSION:

Narcan is a medication that works almost immediately to reverse opiate overdose.  Narcan is currently a prescription drug, but is not a controlled substance.  It has few known side effects, no potential for abuse, and can be rapidly administered through intramuscular injection or nasal spray. 

 

Through this agreement, the BHRS Medical Director will work with community-based organizations (CBOs) to provide direct services to opioid users and distribute/administer Narcan nasal spray.  CBO staff are trained on naloxone storage and administration, as well as overdose prevention techniques.  Staff know how to recognize an opioid overdose; dispense naloxone products; and document distribution efforts.

 

The agreement is late due to delays in receiving grant documentation from CDPH.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing medications to reduce opioid overdose deaths in San Mateo County.  It is anticipated that 100% of the Narcan doses will be distributed to San Mateo County residents who are using opioids.

FISCAL IMPACT:

The term of the agreement is January 1, 2017 through June 30, 2019, for an estimated revenue total of $26,040 and has been included in the BHRS 2017-18 Approved Budget.  There is no Net County Cost associated with this grant agreement.
