Adopt a resolution authorizing the Sheriff to execute an agreement with the City of East Palo Alto Police Department for the donation of one surplus fully equipped van for operational purposes.

BACKGROUND:
The East Palo Alto Police Department is in need of a fully equipped prisoner transportation van for their fleet. Currently, the department operates without a van and this presents many challenges when they have to transport multiple prisoners. Because their need for a van is limited to unique situations, it is not feasible for their department to justify the cost of purchasing a van. The donation of this surplus prisoner transportation van will allow the East Palo Alto Police Department to transport prisoners in a safe, secure, and efficient manner. Upon transfer of the van, the East Palo Alto Police Department will assume full legal ownership and liability of the vehicle.
DISCUSSION:
The Sheriff's Office wishes to donate one surplus 2007 Ford E350 van to the East Palo Alto Police Department. This van will be used to transport prisoners in a safe, secure, and efficient manner. The transportation van is equipped with a compartmentalized interior that will allow for the proper separation of multiple prisoners who should, or are required, to be separated. The above referenced transportation van is no longer used by the Sheriff's Office. This vehicle should, however, serve the needs of the East Palo Alto Police Department for several more years and it appears to be the perfect solution to their challenge with prisoner transportation.
County Counsel has reviewed and approved the Resolution and Agreement as to form.
