BACKGROUND:

On February 8, 1983, your Board adopted Resolution No. 044196, which authorized the levy of assessments to properties within Zone 2 of the Emerald Lake Heights Sewer Maintenance District (District) for the acquisition and construction of the improvements of the Emerald Lake Hills Wastewater Management Plan (Plan).  The resolution further authorized the use of any excess funds from the assessment for the purpose of maintenance of the improvements.

 

On January 23, 2007, your Board adopted Resolution No. 068509, which streamlined the bid process for non-controversial sewer inspection, maintenance and rehabilitation projects, and authorized the Director of Public Works to develop plans and specifications and to call for bids for the types of projects identified in said resolution.

 

DISCUSSION:

A portion of the sewer pipe, constructed as part of the Plan, is positioned along a hillside and adjacent to a drainage channel. The sewer pipe has become exposed, shifted from its original alignment, and is susceptible to further damage.  Additionally, the sewer pipe is located below a hillside that has experienced episodes of land movement, which pre-dated its installation. According to the geotechnical investigation commissioned by the District, the overall hillside is not currently active and there are no signs indicative of recent movement. However, the area adjacent to the exposed sewer pipe consists of debris from previous soil movement, which is slumping and being undercut by the drainage ditch below it. The geotechnical report recommends constructing a new sewer pipe away from the drainage ditch and attaching the pipe to a concrete pile wall (soldier pile wall) that is anchored into the bedrock underneath the unstable debris.

 

The proposed Sanitary Sewer Repair Project at 3383 Oak Knoll Drive (Project) in the District, totaling approximately 192 linear feet in length, consists of: installing a new six inch ductile iron sewer pipe, constructing a soldier pile wall, extending the existing sewer laterals and reconnecting them to the new pipe, installing a new sewer manhole, and abandoning the existing sanitary sewer main and manhole. Construction of the Project will occur within the road right-of-ways previously dedicated to the County and within the sewer public utility easements that are on private properties. The Department advertised for bids after the plans and specifications for the Project were completed.

 

On Tuesday, August 29, 2017 at 2:30p.m., the Deputy Clerk of this Board of Supervisors, in public, opened and examined all sealed bids that were received in the specified time for the doing of the work referred to in the advertisement.  A single bid was received for this Project, which was subsequently referred to this office for analysis and recommendation. The Department has reviewed the bid submitted by Trinet Construction, Inc. in the amount of $539,600 and determined that the overall cost proposal is significantly higher than the Engineer’s Estimate of $359,000. Therefore, the Department is recommending that Trinet Construction Inc.’s bid received for this Project be rejected.

 

Considering the current construction climate, the bid result, and time of year, the Director is recommending that the bid be rejected and the Department work to further evaluate the Project design methodology and initiate construction of the Project in Spring 2018.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Healthy Community by maintaining the integrity of the sanitary sewer infrastructure and protecting the environment for the benefit of the public and the environment while demonstrating fiscal accountability.

 

FISCAL IMPACT:

Rejecting the bid and modifying the Project package as required is estimated to cost approximately $3,000 and will be funded by excess funds from the assessments placed in Trust Fund No. 04129, pursuant to Resolution No. 44196. The Trust Fund balance can adequately support this work. There is no impact to the General Fund.
