B)                     Authorizing the President of the Board to execute an agreement with K.J. Woods Construction, Inc., in the amount of $548,000 for the Seventh Avenue Sanitary Sewer Rehabilitation Project; and

 

C)                     Authorizing the Director of Public Works to:

BACKGROUND:

On January 23, 2007, your Board adopted Resolution No. 068509, which “streamlined” the bid process for non-controversial sewer inspection, maintenance and rehabilitation projects, and authorized the Director of Public Works to develop plans and specifications and to call for bids for the types of projects identified in said resolution.

 

DISCUSSION:

An increase in the required frequency of routine preventative maintenance activities or sewer pipe cleaning on sanitary sewer facilities often indicates the need for infrastructure improvements, repairs, or replacement.  The Fair Oaks Sewer Maintenance District (District) has experienced an increase in preventative maintenance and emergency responses associated with the sewer pipes on Seventh Avenue between Middlefield Road and Edison Way in the North Fair Oaks area (Project limits).  The primary issues have been related to root intrusion into the sewer pipes through pipe joints or cracked pipes.  The District performed a Closed Circuit Television inspection of the District facilities within the Project limits and determined that it is necessary to replace the sewer facilities.  Additionally, the Seventh Avenue roadway within the same limits will be reconstructed next year and the sewer work must be completed prior to the road project.

 

The proposed Project, totaling approximately 0.37 mile (1,965 feet) in length, consists of replacing existing sanitary sewer pipes and manholes in poor condition, reconnecting existing sewer laterals to the new District pipes, and restoring existing surfaces (pavement and landscaping) affected by the work.  The Project is within the Seventh Avenue road right-of-way and a portion of the Project is within the San Francisco Public Utilities Commission’s right-of-way.

 

On Wednesday, October 18, 2017, bids were accepted for this Project and subsequently referred to this office for checking and recommendation.  The bid of:

At $548,000 was the lowest responsible bid received for the work.  The Engineer’s Estimate was $475,000.  A summary of the bids received is attached as Exhibit “A”.

 

Department staff has determined that this Project qualifies for a Categorical Exemption pursuant to Section 15301(b) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that repair and maintenance of existing public or private utilities involving negligible or no expansion of use, is exempt from review.  We request your authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this Project.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Healthy Community by maintaining the integrity of the sanitary sewer infrastructure and protecting the environment for the public and the environment.

 

FISCAL IMPACT:

The total estimated construction cost is $602,800, which includes authorization for up to $54,800 in change orders as the work is bid on a unit price basis.  The contingency is used to pay the Contractor for any unforeseen conditions not anticipated in the construction agreement documents.

 

The Project is proposed to be financed by District funds.

 

There is no impact to the General Fund.
