BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

 

PROJECT SUMMARY:

This is a request to authorize a grant to One East Palo Alto, and resulting grant agreement in an amount not to exceed $5,000 to provide for immigration family planning Know Your Rights event follow up sessions. The County Manager’s Office will administer and manage the proposed agreement.

On September 23rd, One East Palo Alto will host a Know Your Rights event targeting Pacific Islanders (PI) in East Palo Alto. EPA’s PI residents represent 7.5% of EPA’s total population and the PI residents are comprised of Tongans, Samoans, and Fijians. Many Pacific Islanders reportedly enter the U.S. on a legal visa, but some may become persons with "unlawful presence" due to visa overstays. In some circumstances, these persons may be barred from returning to the U.S. for up to 10 years. OEPA's "Know Your Rights" campaign seeks to ensure that PI immigrants have access to information, resources, and protections.

The "Know Your Rights" campaign is designed to help PI individuals and families resolve issues by providing referrals to legal and culturally competent resources. The campaign will be implemented over six months and includes the major convening to be held on September 23rd as well as the post-convening follow up immigration family planning sessions for which the proposed Measure K grant funding will be used. The September 23rd event is funded by the San Francisco Foundation.

As a part of the immigration family planning sessions, Family Planning Ambassadors will be paid $20/hour to counsel and guide families in developing a plan to address specific family immigration issues. The families will receive individualized support. The Measure K grant funds will benefit the community by providing culturally relevant and timely information to families on how to navigate complex immigration systems. The sessions will take place in or near the families’ homes. A total of 250 hours of immigration planning to families will be provided. The sessions will begin at the end of September and end by November 30, 2017.

Total Measure K Request: Not to Exceed $5,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the family planning Know Your Rights follow up immigration family planning sessions contributes to the Shared Vision 2025 outcome of a Prosperous Community by educating residents on their rights and providing support as they form a family immigrant plan. 

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Approved Recommended Budget.
