Adopt a resolution authorizing an agreement with LifeMoves for rental assistance, supported housing, and emergency shelter services, for the term July 1, 2017 through June 30, 2019, in the amount of $894,680.

BACKGROUND:
Founded in 1987, LifeMoves provides a comprehensive coordinated network of housing and social services for the Peninsula’s homeless residents. LifeMoves was initiated by a broad-based community response to the plight of homeless families and single adults and is a model of community involvement. LifeMoves has become a principal provider of housing and support for homeless families and individuals on the Peninsula. Behavioral Health and Recovery Services (BHRS) has contracted with LifeMoves since 2003.
DISCUSSION:
LifeMoves provides shelter beds for BHRS clients with co-occurring disorders who are at risk of homelessness. Should additional transitional beds be available, BHRS has the option to purchase these beds on an as-needed basis. LifeMoves also provides housing subsidy services to homeless individuals and families referred by an alcohol and drug treatment provider or San Mateo County Drug Court. Finally, LifeMoves provides beds for referrals from the San Mateo Medical Center (SMMC), as a cost efficient alternative to using more costly emergency services (e.g. Psychiatric Emergency Service and hospital inpatient administrative days). Clients may choose to receive case management services, which include an initial assessment of financial resources, job skills and opportunities, and referrals to other service providers as needed.
Under the Administrative Memorandum B-1, agreements providing housing services and related supports are exempt from the requirement for a Request for Proposals process.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late because the Drug Medi-Cal contract amendments have placed a significant workload demand on the BHRS contracts unit, causing several other BHRS contracts to be delayed. The agreement is on the Continuing Resolution.
Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing emergency shelter services to clients with co-occurring illnesses at risk of homelessness. BHRS and SMMC provide a range of services to promote wellness and recovery, as well as to support consumers remaining in the lowest possible level of care. It is anticipated that 70% of clients will accept and/or engage case management services.

FISCAL IMPACT:
The term of the agreement is July 1, 2017 through June 30, 2019. The amount of the agreement is not to exceed $894,680 for the two-year term.
The amount not to exceed for BHRS is $676,628. Funds in the amount of $338,314 are included in the BHRS FY 2017-18 Approved Recommended Budget. Of that amount, the Mental Health Services Act will fund $119,600, 1991 Realignment will fund $83,004, and the 2011 Realignment for Drug Court will fund $27,053. The Net County Cost will be $108,657.
The amount not to exceed for SMMC is $218,052. Funds in the amount of $109,026 are included in the SMMC FY 2017-18 Approved Recommended Budget. Expenses at SMMC are covered by fees for services or third-party payors whenever possible. Expenses for services provided to the medically indigent or those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
The payment provisions in this agreement are essentially the same as those of the prior agreement. Similar arrangements will be made for FY 2018-19.
