BACKGROUND:

On March 29, 2011, your Board adopted resolution 071336, which authorized the Director of Public Works to execute and accept grant agreements with the Federal Aviation Administration (FAA) and the California Department of Transportation.

 

On August 22, 2014, the Director of Public Works requested and received a FAA grant to fund the Taxiway “B” Culvert Repair Project (Project) design. The scope of this Project included replacement of one culvert and the extension of a second culvert such that its headwall or inlet was outside of the Taxiway “B” safety zone area.  The original Project scope included replacement of one culvert due to the observed damage to the surrounding pavement and headwall.  The second culvert did not appear, at the time, to be damaged or in need of replacement.

 

On March 29, 2016, your Board adopted resolution 074433, which adopted plans and specifications for projects at the Half Moon Bay Airport including: the Taxiway “B” Culvert Repair Project, the Winsock Replacement Project, and the Fence Installation Project.  This Resolution also authorized the Director of Public Works to proceed with advertising for bids for the projects and authorized the Director of Public Works to execute grants from the FAA and the California Department of Transportation for the projects.

 

On June 6, 2017, your Board adopted resolution 075245, which authorized an agreement for the construction of the Project by Andreini Brothers, Inc. (Contractor) based on the Contractor’s bid amount of $342,865; authorized the Director of Public Works to execute contract change orders in an amount not to exceed $34,287; and authorized the Director of Public Works, or his designee to file an application for a state Airport Improvement Program (AIP) matching grant, accept the allocation of AIP matching funds, and execute an AIP matching grant agreement for the Culvert Project.

 

DISCUSSION:

Unanticipated conditions discovered during construction have led to a determination that the existing culvert to be extended must be replaced due to its deteriorated condition.  When the culvert was exposed, the Contractor found the pipe was significantly deteriorated and the Department has determined that it must be replaced.  The cost of the additional work required to replace the pipe is $111,986.  The “not-to-exceed” amount of the agreement is not sufficient to complete the additional work. 

 

The Department has received approval from the FAA for the additional work and the FAA will fund 90 percent of the additional cost.  The Coastal Development Permit (CDP) for the Project allows for the culvert work through October 15, 2017.  Approving the amendment will provide sufficient time for the Contractor to complete the additional work by the CDP deadline.

 

The Department recommends that your Board consider these unanticipated conditions on the Project and approve the recommended contract increase amount to facilitate completion of the Project.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Healthy Community by completing projects which enhance the condition, usability, and safety of facilities for the benefit of Airport users and the community.

 

FISCAL IMPACT:

The new, not-to-exceed amount of the Andreini Brothers, Inc. construction contract is $454,851.  The recommended increase of the Project contract by $111,986 will allow payment to the Contractor for the above-described, unanticipated additional work.  The FAA has approved the additional work to be included in the Project’s scope, which is eligible for up to 90 percent grant reimbursement.  There is sufficient funding in the Airport Enterprise Fund’s Fiscal Year 2017-18 Adopted Recommended Budget.

 

There is no impact to the General Fund.
