BACKGROUND:

On November 20, 2012, your Board adopted Resolution No. 072275, which authorized the agreement with Biggs Cardosa Associates, Inc. (Biggs Cardosa) for engineering and environmental permitting services for the Preventative Maintenance for Various County Bridges Project in the amount of $145,000.  The work performed by Biggs Cardosa has been for the following bridges: Alpine Road Bridge over San Francisquito Creek, Madera Lane Bridge over El Corte de Madera Creek, and Stage Road Bridge over Pescadero Creek.

On June 2, 2015, your Board adopted Resolution No. 073835, which authorized Amendment No. 1 to the agreement to extend the term through November 20, 2017 and increase the agreement amount by $61,020 to $206,020.  Amendment No. 1 provided additional funding for engineering and environmental permitting services required to complete the bid documents and obtain the permits for the project.

On May 16, 2017, your Board adopted Resolution No. 075202, which adopted the plans and specifications for the Preventative Maintenance for Various County Bridges Project.  These plans and specifications included work on the three bridges listed above.

On July 11, 2017, your Board adopted Resolution No. 075339, which authorized an agreement with Myers and Sons Construction, LP, for construction work on two of the three bridges that were included in the Preventative Maintenance for Various County Bridges Project.  The cost for the construction work associated with the Madera Lane Bridge was considerably higher than anticipated.  Due to this, the Department recommended moving forward with work on the other two bridges and re-advertising the work prescribed for the Madera Lane Bridge as a second separate project.

DISCUSSION:

Amendment No. 2 increases the not-to-exceed amount of the agreement by a total of $25,000 for work required to prepare the Madera Lane Bridge over El Corte de Madera Creek Project (Project) as a single stand-alone project for re-advertisement and bidding.  The work also includes providing construction support services for this Project, which will consist of reviewing shop drawings, responding to requests for information, and assisting the County’s construction management team during construction.  Amendment No. 2 also extends the term of the agreement from November 20, 2017 to November 30, 2018.

 

The Department recommends that your Board approve Amendment No. 2 to the agreement in order to provide the required services through completion of the Project, which is anticipated to be in the Fall of 2018.  Construction of this Project will rely on the future receipt of bids that are appropriate, reasonable, and that can be adequately funded through the Caltrans administered Bridge Preventative Maintenance Program funding.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

Approval of the amendment contributes to the Shared Vision 2025 outcome of a Livable Community by improving and maintaining the integrity of bridges for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The amended term of this agreement will be from November 20, 2017 to November 30, 2018.  Amendment No. 2 will increase the not-to-exceed amount of the agreement by $25,000 to $231,020.   Funding for Amendment No. 2 has been included in the FY 2017-18 Road Fund Budget as additional Federal Funds for engineering, bidding, and construction support services are not available.

 

There is no impact to the General Fund.
