BACKGROUND:

The San Mateo County Resource Conservation District (RCD) is a non-regulatory, public agency that works in partnership with landowners/managers and provides technical support for restoration projects that achieve watershed protection goals. In 2015, San Mateo County Parks and the RCD signed a Stewardship Memorandum of Understanding (MOU) for coordinating projects within the Pescadero Creek County Park Complex. One of the projects identified is the Old Haul Road Sediment Reduction Project.  

 

Old Haul Road is a legacy logging road now used for recreation, access for emergency response and fire protection, and access to privately owned timber property. The Dark Gulch Creek crossing on this road has been showing signs of failure and actively contributing sediment to Pescadero Creek. County Parks initiated work to address these impacts in cooperation with the RCD in Phase I of the project. During Phase I, the consultant performed topographic and geotechnical surveys and analyses for replacement of the Dark Gulch crossing and completed a draft report.

 

Winter storms of 2017 have dramatically accelerated the erosion of the Dark Gulch crossing and compromised an additional crossing at Harwood Creek, rendering them unsafe for motor vehicle travel. There is an urgent need to complete Phase II of the project, which includes the completion of engineering, environmental analysis, and permitting so that repair of the crossings can be initiated. The Department has allocated $159,923 out of $1,700,000 for Phase II using Measure K funds that were allocated to the Project.

 

DISCUSSION:

Phase II will complete all the steps necessary to bring the repair of Dark Gulch and Harwood Creek crossings up to the final construction phase. Through this amendment to the Agreement, County Parks will pay the consultant costs for 100 percent construction plan sets and designs, preparation of California Environmental Quality Act (CEQA) documents, all permitting and permit fees, and the construction contract bid process for the Project.   

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

The agreement contributes to the Shared Vision 2025 for Collaborative Community through the coordinated sharing of funds and resources between agencies for the protections of an important watershed in the Pescadero community.

 

FISCAL IMPACT:

The term of the amended agreement is through November 14, 2019. The amount of the amended agreement is not to exceed $289,923, which will be funded by Measure K. Appropriations for this increase are included in Parks’ FY 2017-2018 Approved Recommended Budget and FY 2018-19 Preliminary Recommended Budget.
