BACKGROUND:

The City/County Association of Governments (C/CAG) is the Congestion Management Agency for the County of San Mateo and administers federal funding available through the Metropolitan Transportation Commission (MTC). C/CAG informed the Department of Public Works (Department) that the County is eligible to apply for federal funding pursuant to MTC’s One Bay Area Grant 2 Federal Aid Secondary Shares Continuation Program (Program) in the amount of approximately $892,000.

On February 28, 2017, your Board adopted Resolution Nos. 075064 and 075065, which authorized the Director of Public Works, or his designee, to submit the filing of an application for funding assigned to the MTC, committing any necessary matching funds, and stating assurance to complete the Countywide Bridge Maintenance Project and Canada Road Resurfacing Project, respectively.

 

DISCUSSION:

Subsequent to your Board’s action in February, 2017, MTC informed the County that the bridges included in the proposed Countywide Bridge Maintenance Project are not eligible for the Program funding.  In order to apply for and receive the Program funding, the County must submit an application to MTC with a resolution adopted by your Board.  Because Resolution No. 075064 included bridges that are not eligible for the Program funding, a revised project and associated resolution must be considered by your Board.  The resolution must identify the project and provide assurances that the County will complete the work within the required timeframe (FY 2017/2018 to FY 2021/2022), comply with the regulations under the Program, and commit the necessary non-federal local matching funds. The resolution is in a template form as required by MTC.

 

The Federal Highway Administration identified a select number of County roads based on specific roadway functional classifications that are eligible for this Program funding.  The Department evaluated the eligible County roads and is recommending that your Board authorize the application for funding to resurface a section of Edgewood Road from 0.17 miles west of Crestview Drive to Cervantes Road (Project) in lieu of the Countywide Bridge Maintenance Project. This section of Edgewood Road was selected after evaluating the condition of the eligible roads, the appropriate improvement options given the available funding, and locations of previously completed projects.

 

The Department requests that your Board authorize the Director of Public Works, or his designee, to execute and file an application for this work with MTC for the Program funding. If funding is approved by MTC, the Department will initiate the preparation of the plans and specifications for the work, such that they comply with the funding procedures, delivery milestones, and funding deadlines.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The total Program Funding available to the County is $892,000 of which $583,000 will be applied to work on Edgewood Road and $309,000 will be applied to work on Canada Road per Resolution No. 075065.

The cost breakdown for the Project is as follows:

The proposed Project requires an increase in the Local Match funding in an amount equal to $17,000 based on the estimated cost of the Project, which is greater than the estimated cost of the previously proposed Countywide Bridge Maintenance Project.

There is no impact to the General Fund.
