BACKGROUND:

The Juvenile Probation and Camps Funding (JPCF) was developed in 2005 to fund services and programs targeting at-risk youth, juvenile offenders, and their families. Services funded through JPCF include prevention/early intervention in the community as well as through detention in the juvenile hall and the camps.

 

In 2016, under the guidance of the Juvenile Justice Coordinating Council a five year Local Action Plan (LAP) was developed and replaced the LAP created in 2011. The planning process of the LAP included key information interviews, focus groups and a survey completed by staff at community based organizations. The new LAP identified five areas of need for the youth and their families:

1.                     Behavioral Health

2.                     Impact of Poverty on Youth

3.                     Cultural Sensitivity

4.                     Family and Community Engagement

5.                     Additional Programs and Services, such as gang prevention, mentoring and re-entry

 

In April 2017, the Probation Department completed a Request for Proposal process for Youth and Family Programs and has selected the Boys and Girls Clubs of the Peninsula and Fresh Lifelines for Youth, Inc.

 

DISCUSSION:

Through this agreement, the Boys and Girls Clubs of the Peninsula will provide evidence-based Project LEARN youth-centered strategies to an estimated 500 active youth members, grades 6 through 12 (attending program twice or more a week), including after-school enrichment & academic support; mentoring; leadership development; behavioral skills & life skills development; and job-readiness.  Family-centered strategies to be provided include positive adult role-modeling for youth; programming for socially-isolated families; information & referral services; and family nights. Services will be provided at Contractor’s three clubhouses located in the North Fair Oaks section of Redwood City, eastern region of Menlo Park, and East Palo Alto, California and at Contractor’s partner school site, Menlo-Atherton High School in Menlo Park, California.

 

Through this agreement, Fresh Lifelines for Youth, Inc. (FLY, Inc.) will provide Law and Leadership training programs which include two (2) Law Program community classes at four (4) community sites in San Mateo County to 200 youth which also includes field trips to Santa Clara University and a Recognition Ceremony. The Leadership portion will have FLY, Inc. case managers assist youth in designing a service plan around educational, vocational and health goals and will provide support and appropriate resources to assist them in achieving their goals.

 

The Probation Department requests that the Chief Probation Officer or his designee be granted authorization to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

The term of the agreement is July 1, 2017 through June 30, 2020. The Agreement and Resolution have been reviewed and approved by County Counsel.

 

This agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing youth and their families address their with legal services that will help them develop pro-social behavior, emotional wellbeing and strengthen their resiliency against adversities to guide them out of cycles of violence and victimization.

FISCAL IMPACT:

The Probation Department has secured $308,969 for the Boys and Girls Club of the Peninsula and $254,980 for Fresh Lifelines for Youth from Juvenile Probation and Camp Funding (JPCF) to support this Agreement for the term July 1, 2017, through December 31, 2020. The funds have been included in the FY 2017-18 Approved Recommended Budget and FY 2018-19 Preliminary Recommended Budgets. There is no Net County Cost.
