Adopt a resolution authorizing an agreement with Trimark Associates, Inc. for the operation, maintenance, monitoring and repair of the 964 kW Solar Carport Photovoltaic System at San Mateo Medical Center, for the term of September 12, 2017 to September 11, 2027, in an amount not to exceed $400,000.

BACKGROUND:
On July 15, 2014 your Board adopted resolution 073291, which authorized an agreement with Team Solar to design and build the solar carport photovoltaic system at San Mateo Medical Center. This project was executed in furtherance of the goals of the County’s Strategic Energy Master Plan approved on December 11, 2012, which recommends acquisition of solar photovoltaic systems as a means to accomplish the goals of generating 25 percent of energy demand from renewable sources and reducing greenhouse gas emissions from County facilities by 15 percent by 2020.This solar carport system has been completed. This project is eligible for incentives offered by Pacific Gas & Electric. This incentive program requires a five-year preventive maintenance and reporting agreement as a pre-condition for eligibility.
DISCUSSION:
Staff initiated a formal public Request For Proposal (RFP) process to select a contractor to operate, repair, report and maintain the 964 kW solar carport photovoltaic system at San Mateo Medical Center. Two proposals were received. Staff evaluated the proposals and found the proposal from Trimark Associates, Inc. to be of best value.
It is recommended that your Board authorize the Director of Public Works or his/her designee to execute subsequent amendments which do not to exceed an aggregate of $25,000.
County Counsel have reviewed and approved the resolution and agreements as to form. The Contract Compliance Committee has approved the extended term of the agreement.
Approval of this agreement contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community by self-generating clean renewable energy and reduce greenhouse gases.
FISCAL IMPACT:
The term of this Agreement is August 2017 to August 2027 in an amount not to exceed $400,000. Funding has been included in the Fiscal Year 2017-18 Adopted and Fiscal Year 2018-19 Tentatively Recommended budgets. Projected energy cost savings gained from the solar panel is $2.68 million over the 10-year term of the agreement.
There is no additional impact to the General Fund.
