BACKGROUND:
On July 15, 2014 your Board adopted resolution 073291, which authorized an agreement with Team Solar to design and build the solar carport photovoltaic system at San Mateo Medical Center. This project was executed in furtherance of the goals of the County's Strategic Energy Master Plan approved on December 11, 2012, which recommends acquisition of solar photovoltaic systems as a means to accomplish the goals of generating 25 percent of energy demand from renewable sources and reducing greenhouse gas emissions from County facilities by 15 percent by 2020.This solar carport system has been completed. This project is eligible for incentives offered by Pacific Gas & Electric. This incentive program requires a five-year preventive maintenance and reporting agreement as a pre-condition for eligibility.

DISCUSSION:
Staff initiated a formal public Request For Proposal (RFP) process to select a contractor to operate, repair, report and maintain the 964 kW solar carport photovoltaic system at San Mateo Medical Center. Two proposals were received. Staff evaluated the proposals and found the proposal from Trimark Associates, Inc. to be of best value.
