BACKGROUND:

The San Mateo County STD/HIV Program (SMSH) has received funding from the federal Housing Opportunities for Persons with AIDS Program (HOPWA) to provide housing services to San Mateo County residents affected by HIV/AIDS.  For the past 20 years, SMSH has contracted with Mental Health Association of San Mateo County (MHA) to provide housing and housing-related services.

 

DISCUSSION:

Under this agreement, MHA will provide short-term rent and mortgage assistance, benefits counseling, and case management services to San Mateo County residents affected by HIV/AIDS.  A Request for Proposals was released in January 2017, and MHA was chosen by the selection committee to provide housing and related services.

 

This contract is late due to delays from HOPWA in allocating funding amounts to local jurisdictions.  This agreement is on the Continuing Resolution.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate). 

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing housing services, benefit counseling and case management to individuals with HIV/AIDS.  It is anticipated that these services will enable 94% of clients receiving housing assistance services to maintain or improve their quality of life.

FISCAL IMPACT:

The term of the agreement is July 1, 2017 through June 30, 2018.  The amount of the agreement is not to exceed $576,125.  Funds are included in the Public Health, Policy and Planning FY 2017-18 Approved Recommended Budget.  The payment provisions and levels of service in this agreement are similar to the previous agreement.  There is no Net County Cost associated with this agreement, as HOPWA is providing these funds.
