Subject: Agreement with Stanford Health Care to Provide Psychiatric Services
RECOMMENDATION:
title
Adopt a resolution authorizing an agreement with Stanford Health Care to provide psychiatric services for the term September 12, 2017 through August 31, 2018, in an amount not to exceed $144,719.
body
BACKGROUND:
There has been a shortage of adult psychiatrists in California and in the nation for the past several years. Correctional Health Services (CHS) has found it difficult to fill adult psychiatrist positions, specifically with forensic clinical experience. Stanford Health Care, through its arrangement with the Stanford University School of Medicine, is establishing a forensic clinical outreach fellowship program that will attract highly qualified psychiatrists who can provide necessary forensic evaluations for the court system, in addition to providing needed clinical psychiatric services within the jails. Due to the opening of the Behavioral Health Pods and difficulty in filling such positions, CHS has an increased need for psychiatric services.
DISCUSSION:
Stanford Health Care has agreed to provide psychiatric services at San Mateo County’s Maguire and Maple Street adult correctional facilities. Directly supervised by the CHS Chief Psychiatrist, Stanford Health Care psychiatrists will provide two clinic days a week rotating between the two facilities. They will provide diagnostic evaluations; prescribe medication; educate inmates about medications; and respond to crises in the facilities. They may also perform necessary re-evaluations on inmates who have previously been designated Incompetent to Stand Trial when requested by CHS. These services will ensure timely treatment and consistency and continuity of care in accordance with Institute for Medical Quality standards.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process. The agreement and Resolution have been reviewed and approved by County Counsel as to form.
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by enhancing the provision of psychiatric treatment for the inmates at the County’s adult correctional facilities. It is anticipated that 10 inmates will be restored to competency while incarcerated.
