BACKGROUND:

California Psychiatric Transitions (CPT) is located in Delhi, California, and is one of a very limited number of Mental Health Rehabilitation Centers that specialize in working with people who are dually diagnosed as seriously mentally ill and developmentally disabled or brain injured.  BHRS has contracted with CPT for these services since 2002. 

 

On July 30, 2015, this Board approved an agreement with California Psychiatric Transitions to provide mental health rehabilitation services, for the term July 1, 2015 through June 30, 2016, in an amount not to exceed $586,000.

 

On April 26, 2016, our Board approved an amendment to the Agreement to increase the maximum obligation by $1,614,000 to an amount not to exceed $2,200,000 and extending the agreement through June 30, 2017.

 

DISCUSSION:

It is now necessary to amend this agreement due to a higher than expected number of clients transferred to CPT from San Mateo Medical Center, (3AB), in order to facilitate their move to a lower level care facility. 

 

CPT beds will continue to be available to San Mateo County residents under this agreement. BHRS manages the placements in this and other adult and older adult long-term residential service facilities within the total budget available for these services. 

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.  The agreement is on the Continuing Resolution.  The agreement is late due to protracted negotiations with the vendor.

 

The approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health rehabilitative services for the treatment of severely mentally ill San Mateo County residents.  It is anticipated that 100% of clients who receive CPT services shall remain at the current or lower level of care.

FISCAL IMPACT:

The term of the revised agreement is July 1, 2015 through June 30, 2018. The amount of the agreement is not to exceed $3,600,000. The amendment increases the contract amount by $1,400,000.  Funds in the amount of $200,000 have been included in the BHRS FY 2016-17 Final Budget. Of that amount $180,000 will be funded by 1991 Realignment funds and $20,000 will be Net County Cost.  Funds in the amount of $1,200,000 are included in the BHRS FY 2017-18 Approved Recommended Budget.  Of that amount $1,080,000 will be funded by 1991 Realignment funds and $120,000 will be Net County Cost. Similar funding arrangements will be in place for FY 2017-18.
