BACKGROUND:

On June 7, 2016, your Board approved an agreement with Horizon Services, Inc. (Horizon) to provide residential substance use disorder detoxification services by assisting clients in connecting to ongoing substance use disorder treatment programs, primary and psychiatric care, housing, and other health-related services.

 

Under the Administrative Memorandum B-1, treatment agreements providing housing services and related supports are exempt from the RFP process. Horizon is one of six residential providers in San Mateo County.

 

DISCUSSION:

Through this amendment, Horizon will continue to operate Palm Avenue Detox, a 21-bed detoxification facility that serves men and women (including the formerly incarcerated) who have a co-occurring substance use and mental health disorder. The majority of those admitted stay three to five days. Horizon operates the only licensed non-medical residential detoxification facility in San Mateo County.

 

Although Horizon provides residential detoxification services to clients not impacted by the Drug Medi-Cal Organized Delivery System (DMC-ODS) waiver, Behavioral Health and Recovery Services (BHRS) is requesting to extend the term of the agreement to align with all other BHRS substance use related contracts impacted by the DMC-ODS waive.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.  The Drug Medi-Cal contract amendments have placed a significant workload demand on the BHRS contracts unit, causing several other BHRS contracts to be delayed.  The agreement is on the Continuing Resolution. 

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families in San Mateo County with residential detoxification and stabilization services, as well as other needed substance use services to support recovery. Successful discharge occurs when a program participant completes detoxification services and is in transition to the next appropriate level of care. Research shows that the longer participants are retained in an appropriate level of treatment, the more likely they are to achieve long-term recovery. A participant’s willingness to continue in treatment is a key element to successful stabilization and progress towards sustained recovery. It is anticipated that 90% of clients will achieve a successful detoxification discharge.

FISCAL IMPACT:

The term of the amended agreement is July 1, 2016 through June 30, 2018. The amount of the amendment is not to exceed $2,981,847; the amendment increases the contract amount by $899,571. Of the increased amount, it is anticipated that the Whole Person Care Grant will fund $176,503. The remainder ($723,068) will be funded by Net County Cost.
