RECOMMENDATION:
title
Adopt a resolution authorizing an agreement with SunBridge Braswell Enterprises, LLC to provide residential services for mentally ill clients with hearing impairment, for the term of July 1, 2017 through June 30, 2020, in an amount not to exceed $306,847.

BACKGROUND:
Last year, Behavioral Health and Recovery Services (BHRS) began to place clients with complex co-occurring disorders (hearing impairment, mental retardation, as well as a mental health diagnosis) at SunBridge Braswell Enterprises, LLC. Facilities such as Laurel Park and Sierra Vista are necessary to prevent clients with co-occurring illnesses from moving to a higher level of care, to assist in the transition of clients from locked facilities to a lower form of care, and to enhance successful community living. DISCUSSION:
Through this agreement the contractor will provide residential care services to up to two hearing-impaired adult clients. These services will enhance successful community living and avoid a more costly, higher level of care. There is no skilled nursing facility (SNF)/institution for mental disease (IMD) in San Mateo County which treats individuals with hearing impairment and/or co-occurring mental retardation and a serious mental illness.

Under the B-1 Administrative Memorandum services provided by an independent contractor, in which is the "sole source" of those particular services, may be waived from the RFP process....
