Adopt a resolution authorizing an agreement with SunBridge Braswell Enterprises, LLC to provide residential services for mentally ill clients with hearing impairment, for the term of July 1, 2017 through June 30, 2020, in an amount not to exceed $306,847.

BACKGROUND:
Last year, Behavioral Health and Recovery Services (BHRS) began to place clients with complex co-occurring disorders (hearing impairment, mental retardation, as well as a mental health diagnosis) at SunBridge Braswell Enterprises, LLC. Facilities such as Laurel Park and Sierra Vista are necessary to prevent clients with co-occurring illnesses from moving to a higher level of care, to assist in the transition of clients from locked facilities to a lower form of care, and to enhance successful community living. After a search of potential providers, BHRS identified SunBridge Braswell Enterprises, LLC as the only treatment agency that could meet the complex service needs of the client.
DISCUSSION:
Through this agreement the contractor will provide residential care services to up to two hearing-impaired adult clients. These services will enhance successful community living and avoid a more costly, higher level of care. There is no skilled nursing facility (SNF)/institution for mental disease (IMD) in San Mateo County which treats individuals with hearing impairment and/or co-occurring mental retardation and a serious mental illness.
Under the B-1 Administrative Memorandum services provided by an independent contractor, in which is the “sole source” of those particular services, may be waived from the RFP process. BHRS believes it is the best interest of the County to waive the requirement for an RFP.
The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form. This contract is in the Continuum Resolution.
Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community through the provision of residential SNF services within an IMD setting to mentally ill clients. It is anticipated that no more than ten percent (10%) of all admissions will be discharged to an acute psychiatric level of care.

FISCAL IMPACT:
The term of the agreement is July 1, 2017 through June 30, 2020, and the maximum obligation is $306,847 for the three-year term. For FY 2017-18 the maximum obligation is $102,189. Of that amount, sales tax through Realignment will fund $90,948 and the Net County Cost will be $11,241. The payment provisions and levels of service in the agreement are essentially the same as the prior agreement. Funds for these services will be included in the BHRS FY 2017-18 Recommended Budget. Similar arrangements will be made future years.
