BACKGROUND:
Since 2004, the Health Coverage Unit (HCU) has used the local health coverage eligibility IT system, One-e-App (OeA), to help families apply for health coverage programs administered by the Health System in San Mateo County.

In 2006, your Board approved an agreement with The Center to Promote HealthCare Access, Inc. dba Social Interest Solutions (SIS), to maintain OeA as the system used to screen all uninsured adults and children for San Mateo County's health coverage programs.

In 2007, your Board approved a three-year agreement with SIS for continued maintenance, technical support, and expansion of OeA. Subsequently, contract amendments were executed by your Board to implement OeA enhancements, which included combining the various County's indigent healthcare programs into a single program, Access and Care for Everyone (ACE). These enhancements provided a more seamless and streamlined health coverage application process for clients and more effective tracking for the Health System.

In January 2013, the Health System issued a Request for Proposals for qualified contractors to provide a local health coverage eligibility system. SIS competed in this process and earned selection as the Health System's ...
