RECOMMENDATION:

Adopt a resolution authorizing the President of the Board of Supervisors to execute agreements through the Youth Offender Block Grant (YOBG):

 

A)                     An agreement with Fresh Lifelines for Youth, Inc. to continue to provide law education classes and case management to youth at the Youth Services Center and Camp Glenwood for the term of July 1, 2017, through June 30, 2020, in an amount not to exceed $373,074; and

 

B)                     An agreement with Pyramid Alternatives, Inc. to continue to provide individual, group, and family therapy as well as alcohol and drug counseling to youth at the Youth Services Center, Camp Glenwood and Camp Kemp for the term of July 1, 2017, through June 30, 2020, in an amount not to exceed $405,384; and

 

C)                     An agreement with The Art of Yoga Project to continue to provide yoga and creative arts curriculum to youth at the Youth Services Center and Camp Kemp for the term of July 1, 2017, through June 30, 2020, in an amount not to exceed $169,950.

BACKGROUND:

In 2007, in response to SB 81 Juvenile Justice Realignment, the State allocated money to San Mateo County in the form of the Youthful Offender Block Grant (YOBG). The purpose of the YOBG is to enhance the capacity of local communities to implement an effective continuum of response to juvenile crime and delinquency. Allocations from the

YOBG Fund must be used to enhance the capacity of county probation, mental health, drug and alcohol, and other county departments to provide appropriate rehabilitative and supervision services to youthful offenders subject to Welfare and Institutions Code

(WIC) Sections 731.1, 733, 1766, and 1767.35. Counties, in expending the YOBG allocation, must provide all necessary services related to the custody and parole of the offenders.

 

In January 2017, the Probation Department completed a Request for Proposal process for Youth Activities and Mental Health Services and has selected Fresh Lifelines for Youth, Inc., Pyramid Alternatives, Inc., and The Art of Yoga Project to continue with their services as they have previously been providing.

 

DISCUSSION:

Through this agreement, Fresh Lifelines for Youth, Inc. will provide law education classes to educate youth about the laws and their rights to help change their mindsets about crime, illegal activity and risky behavior while building life skills that will increase their capacity to problem solve in pro-social ways. The program’s case management and mentoring strategy is to work intensely with the youth’s critical needs and criminogenic risk to develop a comprehensive youth-centered plan that will lead to lasting positive change.

 

Through this agreement, Pyramid Alternatives, Inc. will provide group, individual, and family therapy.  Clinicians will be responsible for providing a therapeutic safe space for the youth by using evidence-based curriculums such as trauma informed Cognitive Behavioral Therapy (CBT) and Dialectical Behavior Therapy (DBT).

 

Through this agreement, The Art of Yoga Project will provide a seven (7) course curriculum to youth in the GIRLS program as well as at the Youth Services Center to include boys that have been detained and are between the ages of 8 and14 years old, which includes:

1)                     Asana

2)                     Pranayama

3)                     Yogamusement

4)                     Yoga & Reflective Writing

5)                     Women Writer Series

6)                     Women Artist

7)                     Review & Reflect Series

 

The Probation Department requests that the Chief Probation Officer or his designee be granted authorization to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

The term of these agreements are from July 1, 2017, through June 30, 2020. The agreements and resolution have been reviewed and approved by County Counsel.

 

This agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing youth with positive connections within the community to help them develop pro-social behavior, emotional wellbeing and strengthen their resiliency against adversities to guide them out of cycles of violence and victimization.

FISCAL IMPACT:

The Probation Department has secured $373,074.00 for Fresh Lifelines for Youth, Inc., $405,384.00 for Pyramid Alternative, Inc., and $169,950.00 for The Art of Yoga Project from the Youth Offender Block Grant (YOBG) to support these Agreements for the term July 1, 2017, through June 30, 2020. The funds have been included in the FY 2017-18 Approved Recommended Budget and FY 2018-19 Preliminary Recommended Budgets.    There is no Net County Cost.
