BACKGROUND:
Many youth in San Mateo County struggle to achieve grade-level proficiency for Common Core standards. This is especially true for recent immigrants and their children who become English Language Learners (ELL). Supplemental academic and social support for elementary and middle school youth, especially for ELL children, helps them comfortably integrate English into all subjects.

The Daly City Partnership (DCP) is the only network that provides collaborative efforts between northern San Mateo schools and should be considered a sole source provider.

DCP was formed in 1995 with the mission to promote and facilitate collaborative efforts to ensure that young children and their families have access to the health, education and social services, in order to be successful in school and in life. In 2010, DCP expanded services to include all ages. Its new mission is to guide collaborative efforts and connect the community to services that promote well-being. The shared vision of DCP is to guide collaborative efforts, connect and empower community to learn, grow and achieve a fulfilling life. This community consists of schools, non-profits, city and County groups that rely on DCP's relationships that have served families in northern San Mateo County since 1995.

DISCUSSION:
