BACKGROUND:

Behavioral Health and Recovery Services (BHRS) has completed its three-year planning process for services and supports to be funded by the Mental Health Services Act (MHSA). After conducting an extensive stakeholder process, it was determined that supporting individuals living in the community and connecting such individuals with employment, volunteer opportunities, and ongoing peer support were among the highest of priorities.

 

A group of parents, whose adult children live with a persistent, serious mental illness, researched and launched the California Clubhouse (Clubhouse) in San Mateo County.  They received formal training and the Clubhouse was granted 501(c)(3) not-for-profit status as a consumer-run organization to provide consumer peer-support and self-help services in San Mateo County.

 

DISCUSSION:

The contractor shall provide a membership-based community where adults with severe mental illness find a network of support and skills needed to achieve social, financial, educational, and vocational goals.  Members are offered support, training, education, healthy social interaction, and positive reinforcement through collegial relationships.  The success of the Clubhouse is measured by helping each other become productive members of society through motivation and shared experience.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form. The Drug Medi-Cal contract amendments have placed a significant workload demand on the BHRS contracts unit, causing several other BHRS contracts to be delayed.  The agreement is on the continuing resolution.

 

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals with persistent mental illness a place where they can receive support, training, education, healthy social interaction, and positive reinforcement through collegial relationships and meaningful employment/volunteer opportunities.  The California Clubhouse can help fill a much-needed gap in support services, a primary strategy for MHSA in San Mateo County.  It is anticipated that 105 clients will receive peer-support services.

FISCAL IMPACT:

The term of the agreement is July 1, 2017 through June 30, 2019. The amount of the agreement is not to exceed $618,000.  Of that amount, $309,000 is included in the BHRS FY 2017-18 Approved Recommended Budget.  MHSA will fund 100% of the agreement, with no Net County Cost.  A similar arrangement will be in place for FY 2018-19.
