BACKGROUND:

In April 2015, Behavioral Health and Recovery Services (BHRS) released a Request for Proposals (RFP) for Prevention and Early Intervention services for youth delivered in a non-traditional behavioral health setting, using the “Project SUCCESS” and “Seeking Safety” service models.  Puente de la Costa Sur responded with a proposal that was selected for the provision of these services.

 

DISCUSSION:

Through the Project SUCCESS service model, the contractor shall prevent and reduce substance use and abuse along with associated behavioral health issues among high risk, multi-problem youth ages 9 to 18.  The early intervention services focus on middle school and high school age students, operating in communities with a high proportion of underserved populations.  The contractor shall also provide therapy for at-risk youth ages 18 to 25 to gain safety from trauma/Post Traumatic Stress Disorder (PTSD) and substance use disorder through the Seeking Safety service model.  The Seeking Safety curriculum will be used when appropriate for both substance abuse and dependence, as well as for people who have a trauma history but do not meet the criteria for PTSD.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.  The Drug Medi-Cal contract amendments have placed a significant workload demand on the BHRS contracts unit, causing several other BHRS contracts to be delayed.  This agreement is on the Continuing Resolution.

 

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing prevention and early intervention services.  BHRS provides a range of services to promote wellness and recovery, as well as support a reduction in co-occurring mental health substance abuse and trauma-related symptoms in at-risk youth.  It is anticipated that 75% of clients who receive services through this agreement will show an increase in coping skills from prior to participation in Project SUCCESS to after participation.

FISCAL IMPACT:

The term of the agreement is July 1, 2017 through June 30, 2019.  The amount of the agreement is not to exceed $607,432 for the two-year term.  Of that amount, $303,716 is included in the FY 2017-18 Approved Recommended Budget and $303,716 will be included in the FY 2018-19 Recommended Budget. 

 

It is anticipated that $294,870 will be funded by Mental Health Services Act funds and $8,846 will be funded by Net County Cost in FY 2017-18.  Similar funding arrangements will be in place for FY 2018-19.  The payment provisions in the agreement remain essentially the same as compared to those of the prior agreement.
