BACKGROUND:

The University of California Cooperative Extension Program (UCCE) serves as a bridge between agricultural research conducted in the University of California’s Division of Agricultural and Natural Resources (ANR) and the citizens of California.  Across California, UCCE operates at the county or regional level, in collaboration with local partners, to apply UCCE knowledge of healthy food systems, environments and communities.  Operating in San Mateo County since October 1, 2006, UCCE runs the ANR Program focusing on enhancing the agricultural productivity and competitiveness of San Mateo County farmers; the Nutrition, Family & Consumer Sciences Program offering school-based programs on nutrition; Master Gardeners delivering home horticulture and pest management programs; and the 4-H Program providing citizenship and science literacy tools to young people.

 

On July 1, 2014, your Board approved a 3-year local partnership agreement (LPA) between the County and UCCE.  This LPA transitioned from the existing in-kind support model (e.g. office space and County staff assigned to UCCE) to the County’s direct cash support for UCCE operations. The LPA has allowed the County to have an increased role in the development of UCCE priorities in San Mateo County and to ensure that UCCE programs do not overlap or duplicate similar County programs and services.

 

DISCUSSION:

UCCE has exceeded the goals for its deliverables under the previous LPA agreement, which has expired.  We are now bringing a new 2-year agreement to your Board for approval.  The latter agreement allows for UCCE to continue providing the same level of services to San Mateo County residents that were provided during the previous LPA, which includes the programs described above (see Background). San Mateo County Health System staff will continue to provide oversight through their participation in the Advisory Committee.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s maximum fiscal obligation by no more than $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by implementing evidence-based health promotion programs.  It is anticipated that 9,300 youth will engage in garden-based education as a result of the UCCE programming.

FISCAL IMPACT:

The term of the agreement is August 8, 2017 through June 30, 2019. The amount of the agreement is not to exceed $288,400 for the two-year term. The total funds for FY 2017-18 are $144,200, of which 100% is Net County Cost. This amount has been included in the Public Health, Policy and Planning (PHPP) FY 2017-18 Approved Recommended Budget. Similar arrangements will be made for future years.  The provisions for this agreement are largely unchanged from those of the prior agreement.
