BACKGROUND:

Once fully designed and permitted, the Butano Channel Restoration and Resilience Project will remove excess sediment which currently blocks fish passage in the Butano Channel, contributing to poor water quality and recurring fish kills in California State Parks’ Pescadero Marsh Natural Preserve. On May 16, 2017, the Board of Supervisors approved Resolution Number 075173 in support of a $4 million request to the County’s State delegation for implementation funding for the Butano Channel Restoration and Resilience Project. The Governor approved the FY 2017 State budget on June 27, 2017, including the $4 million requested to construct restoration improvements for the regionally significant Butano Channel Restoration and Resilience coastal resource project.

In order to utilize the State funds for the construction of the Butano Channel Restoration and Resilience Project, the RCD and its partners, including State Parks and the County, must complete planning, design, and permitting tasks necessary to make the project construction-ready. The Office of Sustainability is requesting approval from the Board of Supervisors to enter an agreement with the RCD to complete the unfunded, but critical, planning, design, and permitting work required to prepare the Butano Channel Restoration and Resilience Project for implementation.

The RCD has an existing agreement with the Office of Sustainability, under which it provides water quality and natural resource protection services in San Mateo County. The existing RCD agreement is for an amount not to exceed $385,243 and is for the term July 1, 2017, through August 30, 2022. Because the Butano Channel Restoration and Resilience Project is related to the existing RCD services and will be completed in conjunction with the Office of Sustainability, an amendment to the existing agreement is appropriate.

DISCUSSION:

This proposed amendment will expand the scope of the existing contract with RCD to include planning, design, and permitting services for the Butano Channel Restoration and Resilience Project. Without this proposed amendment, the RCD and other County partners will not be able to utilize the State implementation funding for this priority project. The planning, design, and permitting work to be performed by RCD pursuant to this amendment will increase the existing contract amount by $150,000. The work for the Butano Channel Restoration and Resilience Project will be completed by June 30, 2019, and the term of the agreement will remain the same for the remainder of the services to be performed by RCD under the original agreement.

County Counsel has reviewed and approved the agreement and resolution as to form.

SHARED VISION 2025:

Approval of the resolution contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community through the improvement of water quality and protection of natural resources.

FISCAL IMPACT:

The amount of the Amended Agreement will increase by $150,000 for a new not to exceed amount of $535,243. The funds are budgeted in the Non-Departmental Services FY 2017-18 Recommended Budget and will be appropriated in the Office of Sustainability’s FY 2017-18 Budget as a September Revision.
