A)                     Authorizing an agreement with Woodside Fire Protection District (WFPD) for fire protection services to the communities of Los Trancos Woods and Vista Verde, from July 25, 2017 through July 24, 2020, for an amount not-to-exceed Three hundred and ninety nine thousand and five hundred dollars ($399,500); and

 

B)                     Waiving the County’s formal RFP process to select WFPD as a sole source provider.

BACKGROUND:

Prior to the formation of the County Maintenance District 1 (CMD1), the Los Trancos County Water District (LTCWD) retained the services of the Woodside Fire Protection District (WFPD) to provide fire prevention services to the communities of Los Trancos Woods and Vista Verde.

 

DISCUSSION:

County Maintenance District 1 was formed in 2016 as the successor agency to the Los Trancos County Water District.  Through the process, the County has agreed to work closely with a locally formed Community Advisory Council (CAC) in order to establish work plans that suit the needs of the community.

 

The WFPD services this area and has intimate knowledge of historical fire protection programs within the area.  The CAC and the Department of Public Works concur that the WFPD is the only logical provider for Enhanced Fire Services within the Community and is therefore recommending contracting directly with the WFPD and waiving the County’s formal RFP process for this work.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community to conserve and protect natural resources by removing vegetation that could endanger lives and property in the event of a fire; being responsive to the concerns of the community through community engagement; and use of resources in a manner that is consistent with the needs and desires of the community.

 

FISCAL IMPACT:

The term of this agreement is for three-years, from July 25, 2017 through July 24, 2020.  The total not-to-exceed amount for the agreement is $399,500. Funding has been included in the Los Trancos County Maintenance District Fiscal Year 2017-19 Recommended Budgets.

 

There is no impact to the General Fund.
