BACKGROUND:

In January 2017, the County Manager’s Project Development Unit was formed to oversee and manage all ground up construction performed by the County of San Mateo.  The Project Development Unit’s core group includes an Interim Director, a Manager, two Management Analysts, a Senior Accountant, and three Project Managers.  It was determined that the best method to supplement this core group is to add experienced contract Project Managers and on-call Construction Managers.  It is anticipated that the Project Development Unit will be ramping up for a period of four to five years managing these projects, however it must remain scalable while additional studies and plans are made to determine the next phase of projects to be managed by this unit. 

 

In March of 2017, your Board held a Study Session to consider the recommendations made in the Feasibility Studies and Master Plans that reviewed the County’s use of lease space, aging facilities, OSHPD compliance work, public accessibility and navigation, parking, environmental standards, and efficiency of employee work spaces.  Direction was given to the County Manager and the Project Development Unit to move forward with these recommendations.  These new, approved, and on-going Capital Projects total approximately $500 million and are being managed by the Project Development Unit.

 

DISCUSSION:

The Regional Operations Center is an essential service building that must withstand a large earthquake and remain operational.  Simpson, Gumpertz and Heger, Inc. was issued a work authorization in June, 2016 to provide on-going structural review consulting services for the County on the seismic and structural design of the Regional Operations Center to ensure that all seismic requirements are being met.  The project design process has taken longer than originally projected and now requires an extension to the original on-call contract as well as additional funding. Staff disagreed with the Design Build (DB) Structural Engineer regarding the level of engineering analysis necessary to demonstrate that the irregular structure proposed would survive the earthquake.  When the DB demanded over $200,000 to perform the analysis, an additional work authorization was issued to SGH to perform the work. Staff intends to seek a credit from the DB for the additional cost.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

Approval of the amendment contributes to the Shared Vision 2025 outcome of a Collaborative Community by advancing projects that provide regional benefits to the County of San Mateo residents.

 

FISCAL IMPACT:

The total not-to-exceed amount for this agreement is $150,000 for a term ending December 31, 2019.  The cost of these contracts will be funded by the budgets for the individual projects to which the consultant is assigned.
