BACKGROUND AND DISCUSSION:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012, and extended in November 2016 for a total of thirty years. The Board and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 3 has submitted a request to use its district-specific Measure K funds as shown below and in the attachment hereto:

This item is consistent with the FY 2015-17 District-Specific criteria for Measure K funds which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.

County Counsel has reviewed and approved the resolution as to form.

Funding for construction of the Gray Whale Cove Improvement Project supports the San Mateo County Shared Vision 2025 goals of a livable community by providing safe mobility for all users, including pedestrians, bicycles and vehicles. Residents and visitors will have safer access to recreational opportunities along the San Mateo County coastline.

FISCAL IMPACT:

There are sufficient district-specific Measure K funds appropriated in the Non-Departmental Services FY 2017-18 Approved Recommended Budget for this purpose. Approval of the Appropriation Transfer Request (ATR) will transfer district-specific Measure K appropriations from Non-Departmental Services to the Planning & Building Department. There is no Net County Cost associated with the ATR.

FY 2017-18 Measure K Request

Gray Whale Cove Improvement Project

Transfer $200,000 to the Planning & Building Department

 

                     

The Gray Whale Cove Improvement Project (“Project”) proposes to install a lighted pedestrian crosswalk with rapid flashing beacons, a painted median, a left turn lane, an acceleration lane, and a formalized parking lot entrance on Highway 1. Currently, pedestrians and bicyclists must cross the highway from the parking lot entrance in order to access the beach trail, located on the west side of the highway; additionally, vehicles have difficulty safely entering and exiting the parking lot from Highway 1. The purpose of the Project is to increase safety for pedestrians and bicyclists crossing Highway 1, as well as to improve vehicular mobility into and out of the parking lot at Gray Whale Cove.

 

This Project was identified in the Highway 1 Safety and Mobility Improvement Study (“Improvement Study”) as an opportunity to improve safety and mobility for all users on Highway 1. The Preliminary Planning Study for Highway 1 Congestion and Safety Improvement Project (PPS) identifies two preliminary design alternatives for Gray Whale Cove. The San Mateo County Transportation Authority (“TA”) prepared the PPS pursuant to a TA grant. The design alternatives identified in the PPS were vetted by the community through a public process that included public meetings and online surveys. Since the Gray Whale Cove Improvement Project received the greatest consensus from the community among the improvement projects identified in the study, the remaining TA grant funding was reprogrammed to fund the Gray Whale Cove Improvement Project design, permitting, and construction costs. Based on community input, alternative one at Gray Whale Cove was chosen for implementation.

 

The remaining TA grant funds are expected to cover the planning and permitting phase of the Project as well as part of construction phase. The County intends to apply to the C/CAG TDA Article 3 Bicycle and Pedestrian Grant Program to obtain additional funding for the remaining construction costs. Transferring this Measure K funding from Non-Departmental Services to the Planning and Building Department will serve as the local matching funds required to qualify for the C/CAG Grant Program.
