BACKGROUND:

On July 1, 2016, Governor Brown signed legislation enacting the No Place Like Home (NPLH) program, dedicating up to $2 billion in bond proceeds to finance the acquisition, design, construction, rehabilitation, preservation, and capitalized operating reserves of permanent supportive housing for individuals living with a serious mental illness who are homeless, chronically homeless, at-risk of homelessness, or at-risk of chronic homelessness.  The bonds are to be repaid by funding from the Mental Health Services Act (MHSA).  The NPLH statutes (AB 1618, Chapter 43, Statutes of 2016 and AB 1628, Chapter 322, Statutes of 2016) authorize the California Health Facilities Financing Authority (CHFFA) to issue the bonds and contract with the Department of Housing and Community Development (HCD) to provide grants or loans to counties for permanent supportive housing for the target homeless population. 

 

The NPLH program divides bond proceeds into two programs: 1) $200 million for an “over the counter” non-competitive program for counties; and 2) $1.8 billion for a competitive program, which includes an alternative allocation process for counties with at least five percent of the State’s homeless population.  Based on its population size and proportional homeless count, the San Mateo County will be eligible to apply for funding through the competitive program, as well as the non-competitive/”over the counter” funds.  Funds awarded through the competitive program will be made available as loans underwritten by HCD to individual multifamily rental properties.  There will be at least four rounds of funding in the competitive program. 

 

DISCUSSION:

In addition to the two programs detailed above, on April 10, 2017, HCD announced the availability of approximately $6.2 million in statewide funding for Technical Assistance (TA) Grants for the NPLH program.  The County of San Mateo is eligible to receive a one-time TA Grant in the amount of $150,000 to fund eligible activities that support the planning, design and implementation of Coordinated Entry Systems, permanent supportive housing, and the accompanying supportive services for individuals suffering from serious mental illness.  The TA Grant application is due September 30, 2017 and staff seeks the Board’s authority to execute, amend or terminate a TA Grant agreement for any TA Grant funds received from the State. 

 

The County Manager’s Office will be working collaboratively with staff from Behavioral Health and Recovery Services, the Housing Department and Human Services Agency to put together the County’s NPLH TA Grant funding application.  The available TA Grant funds will be used to hire a consultant to help the County prepare and take the needed steps to put together a competitive funding application. 

 

FISCAL IMPACT:

There is no fiscal impact as a result of the receipt of the No Place Like Home TA funds.
