BACKGROUND:

In 2010, the Housing Authority of the County of San Mateo (HACSM) received approval from the U.S. Department of Housing and Urban Development (HUD) and the Governing Board of Commissioners (the Board) to implement the Provider-Based Assistance (PBA) program, an initiative made possible by HACSM’s status as a Moving To Work agency.  The PBA program was designed to serve income-qualified members of particular special-needs populations in our community who either are not served or are underserved by the structure of the current housing programs administered by HACSM.

The PBA program enables HACSM to enter into formal partnerships with local service providers to provide time-limited rental assistance, in connection with supportive services, to individuals with special needs. The goals of the PBA program are to assist eligible households to improve their housing stability, increase their skills and/or income, and obtain greater self-sufficiency. Each provider designs and implements its own program using HACSM funds for the housing component.

DISCUSSION:

HACSM currently works with three agencies under the PBA program - CORA seeks housing and provides supportive services to survivors of domestic violence who are transitioning from temporary housing to permanent housing; Service League of San Mateo County houses individuals exiting the County jail system and assists them in their transition back to the community; and HIP Housing houses and provides supportive services to low-income single parents who are in school and working towards self-sufficiency.

 

To build on the successes of the existing providers and expand the portfolio of the program, HACSM issued a Request for Proposals (RFP) in September 2016, inviting providers of supportive services to propose new projects in the PBA program.  HACSM’s interest was to provide substantial leveraging of health care funding to meet the needs of low-income individuals or families with health issues.  HACSM selected Brilliant Corners as the provider that will focus its services on persons exiting mental health facilities, residential treatment facilities, and hospitals or health care facilities.

 

County Counsel has reviewed and approved the Resolution and agreement as to form.

 

Approval of this Resolution contributes to the Shared Vision 2025 outcome of a Livable Community by enabling HACSM to provide housing subsidy to low and very low income households while increasing housing choice through program flexibilities.

 

FISCAL IMPACT:

There is no Net County Cost associated with this action.  All funds required to operate the program are provided by the U.S. Department of Housing and Urban Development and are part of HACSM’s Voucher program funding and reserves.
