BACKGROUND:
In 2010, the Housing Authority of the County of San Mateo (HACSM) received approval from the U.S. Department of Housing and Urban Development (HUD) and the Governing Board of Commissioners (the Board) to implement the Provider-Based Assistance (PBA) program, an initiative made possible by HACSM's status as a Moving To Work agency. The PBA program was designed to serve income-qualified members of particular special-needs populations in our community who either are not served or are underserved by the structure of the current housing programs administered by HACSM.

The PBA program enables HACSM to enter into formal partnerships with local service providers to provide time-limited rental assistance, in connection with supportive services, to individuals with special needs. The goals of the PBA program are to assist eligible households to improve their housing stability, increase their skills and/or income, and obtain greater self-sufficiency. Each provider designs and implements its own program using HACSM funds for the housing component.
