B)                     The Director of Public Works to execute subsequent change orders to grant time extensions for project completion and payment up to maximum aggregate amount not to exceed $27,650.20, or approximately 10% of the agreement amount.

BACKGROUND:

On May 16, 2017, your Board adopted Resolution No. 075202 which adopted Plans and Specifications including conformance with prevailing Federal wage scale requirements, and authorized the Director of Public Works to call for sealed bids to be received.

 

The Department has completed the plans and specifications for the Project, and received authorization to proceed to construction by the California Department of Transportation (Caltrans).

 

DISCUSSION:

On Tuesday, June 13, 2017 bids were accepted for this Project and subsequently referred to Public Works for checking and recommendation.  The bid of:

 

Myers and Sons Construction, LP

Sacramento, CA 95834

 

at $1,196,338.00 was the only bid received for the work described in Schedule “A” and Schedule “B” of the Project Plans and Specifications.  The Engineer’s Estimate was $720,000, with Schedule “A” estimated at $250,000 and Schedule “B” estimated at $470,000.

 

The bid submitted by Myers and Sons Construction, LP for the combination of Schedule “A” and Schedule “B” work is considerably higher than the Engineer’s Estimate.  The Department has reviewed the bid for both Schedules of work and is recommending award of the Project for Schedule “A” work only.  The work associated with Schedule “A” involves the Alpine Road Bridge over San Francisquito Creek and the Stage Road Bridge over Pescadero Creek. The work described for Schedule “B” includes work on Madera Lane Bridge over El Corte de Madera Creek and was considerably higher than the Engineer’s Estimate.  The bid amounts for Schedule “A” and Schedule “B” were $276,502 and $919,836, respectively.  This Project will receive Federal Funding through the Bridge Preventative Maintenance Program; however, due to the limited available funding for the Project, Staff recommends that your Board award Schedule “A” work at this time.  The Department will evaluate the options for completing work on the Madera Lane Bridge (Schedule “B”), which may include re-advertising the work during a more competitive bidding climate in the future.  A summary of the bid received is attached as Exhibit “A”.

 

County Counsel has reviewed and approved the resolution and agreement as to form. 

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving our roads and bridges for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The total estimated cost of construction for Schedule “A” is $304,152.20, which includes authorization for up to $27,650.20 in change orders as the work is bid on a unit price basis.  The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.  Construction costs will be reimbursed at 88.53% by the Bridge Preventative Maintenance Program (BPMP), which is administered by Caltrans.  Sufficient Road funds have been budgeted to finance the construction costs as the BPMP funding is on a reimbursable basis.  The County will seek BPMP reimbursements from Caltrans to reimburse the Road Fund.

 

Schedule “A" of the Project is proposed to be financed as follows:
