Recommendation to continue the local state of emergency relating to widespread and increasing damage due to storms commencing in January 2017, which still exists and continues to be an emergency, in accordance with Government Code Section 8630 and Chapter 2.46 of the San Mateo County Ordinance Code.

BACKGROUND AND DISCUSSION:
Beginning on or around January 3, 2017 the County has been hit hard by devastating and record-breaking weeks of rain and wind storms that have continued, creating hyper-saturated soils and other storm-related conditions that have led to, among other things, mudslides, slope failures, road failures, creeks and streams overtopping their banks causing local flooding, windfall and PG&E electrical infrastructure damage. The Emergency Operations Center was activated several times in anticipation of storm-related response activities and damage.
On February 7, 2017, in accordance with Government Code Section 8630 and Chapter 2.46 of the San Mateo County Ordinance Code, the Board ratified an emergency proclamation for the County-administered Crystal Springs County Sanitation District, after severe storms caused a mudslide, damaging a sewage pipe behind the property at 1560 Seneca Lane.
Widespread damage continued to emerge County-wide due to the cumulative effects of the January and subsequent storms, and conditions grew beyond the capabilities of County resources. On February 14, 2017, the Board adopted an emergency proclamation for widespread and continuing damage County-wide due to storms commencing in January 2017.
