BACKGROUND:

The Measure K Oversight Committee was established following the voters’ approval of the Measure A sales tax in 2012 to conduct an annual audit of the Measure A sales tax funds to ensure transparency of the Board of Supervisors approved expenditures. The name of the oversight committee has thus been changed to reflect the passage of Measure K in 2016, which extended the sales tax until 2043.

 

DISCUSSION:

Dan Quigg, Sam Hutkins, Mindy Pengel, Naomi Patridge, Manuel Ramirez, and Tom Ledda are all current serving members of the Measure K Oversight Committee who have expressed interest in and agreed to another term.  The following are brief descriptions of the backgrounds of the proposed new appointments to the Committee:

 

Michael Salazar, a resident of San Bruno, is currently employed by the County of San Mateo as an Information Systems Manager and has worked in the technology industry, primarily in Project Management, for over 20 years. He has a degree in Engineering and an MBA. Prior to his role with San Mateo County, he worked for Wells Fargo in various capacities, for The University of California, and EMC (a large technology company). Throughout his career, he has been responsible for managing large budgets and prioritizing spending, which will be beneficial in helping the oversight committee set appropriate performance metrics. Mr. Salazar’s civic activities include his current role as a San Bruno Park and Recreation Commissioner, past member of the Citizens Crime Prevention Committee, and former San Bruno City Council Member.

 

Ken Chin has previously worked as a Public Works Project Manager at the City of San Mateo. His main focus was to make the city a more pedestrian and bicycle friendly place, by applying for grant funds, planning streetscape improvements, and assisting in the development of public infrastructure projects. Now he is a proud stay-at-home father. Mr. Chin holds a B.A. from UC San Diego in Urban Studies and Planning.

 

Michael Kovalich has lived in San Mateo County over 30 years and is a resident of Redwood City. With experience in managing financial affairs for businesses and non-profits, Mr. Kovalich presently serves as Business Director for Greenberg Traurig LLP in East Palo Alto. He earned his BS in Business Administration from Louisiana State University-Baton Rouge and his MBA from Cal State Hayward.

 

Edward Isip, a resident of Daly City, is a graduate from the University of California, Santa Cruz with a degree in Business Management Economics. Prior to that he attended City College of San Francisco earning an Associates degree. He is currently employed by the United States Postal Service. Mr. Isip has a clear understanding of economics and Measure K. He has expressed his desire to work collaboratively with fellow committee members to ensure transparency and to provide direction to the County Manager’s Office and Board of Supervisors through the committee’s annual report.
