BACKGROUND:

In August 2015, the Department of Health Care Services announced the approval of its waiver application to implement the Drug Medi-Cal Organized Delivery System (DMC-ODS) to provide services for Medi-Cal eligible individuals with a substance use disorder.  San Mateo County - specifically - Behavioral Health and Recovery Services (BHRS) was the first California county to be approved for the waiver.

 

On May 24, 2016, your Board approved an agreement with BAART Behavioral Health Services, Inc. for narcotic replacement therapy services, for the term July 1, 2016 through June 30, 2017, in an amount not to exceed $1,388,791.

 

DISCUSSION:

Under this agreement, BAART will continue to operate and manage narcotic replacement therapy services for San Mateo County adult clients with complex needs, who are not eligible for Medi-Cal or other health care insurance.

 

Although BAART serves non Medi-Cal eligible clients not impacted by the DMC-ODS waiver, BHRS is requesting that your Board waive the Request for Proposals (RFP) process for narcotic replacement therapy services for two years, to align with all other BHRS substance use related contracts impacted by the DMC-ODS waiver.  BHRS will release the RFP for narcotic replacement therapy services to start on July 1, 2019.

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the County.  A successful patient outcome under this agreement requires timely access to care, which is critical for patient engagement and retention of narcotic replacement therapy.  It is anticipated that 90% of clients requesting narcotic replacement therapy services will receive treatment within 24 hours.

FISCAL IMPACT:

The term of the agreement is July 1, 2016 through June 30, 2018.  The amount of the agreement is not to exceed $1,568,676. The amendment increases the contract amount by $179,885. Of the increase, 100% will be funded by Net County Cost and is included in the BHRS FY 2017-18 Recommended Budget.
