BACKGROUND:
San Mateo County has set a goal to reach a functional zero level of homelessness by 2020. The County has already begun implementing components of a strategic plan toward this goal. San Mateo County's homeless system includes homeless shelters, both emergency and transitional, as key short-term interventions designed to act as a safe place for homeless individuals or families to stay while working on a plan to return to housing. Homeless shelters provide an entry point into stabilization services and move individuals and families into permanent housing as quickly as possible.

In February 2017, the San Mateo County Human Services Agency (HSA) issued a Request for Proposals (RFP) to seek homeless shelter services including both emergency shelter and transitional housing programs. LifeMoves was chosen as one of the providers due to their experience, qualifications and approach to services through its shelter operations.

LifeMoves operates emergency and transitional shelter programs in five locations in San Mateo County. One program is for homeless adult individuals and four programs are for homeless families. Individuals and families in a homeless shelter program will receive housing-focused case management to address and resolve immediate crises, and to address barriers that prevent households from re-entering housing
