RECOMMENDATION:

title

Measure K: Adopt a resolution authorizing the County Parks Acting Director to amend the agreement with the Student Conservation Association to provide a Geographic Information System Program, extending the term to June 30, 2018.

body

BACKGROUND:

On July 21, 2015, the Board approved Resolution No. 073935, for an agreement with the Student Conservation Association (SCA) for $130,000 for the Geographic Information System Program. On June 28, 2016, the Board approved an amendment to the agreement with the SCA to increase the amount by an additional $130,000 and extend the term through June 30, 2017. Under the existing agreement with SCA for the GIS Program work, the Senior GIS Intern created work plans, trained and oversaw two GIS Crews, and prepared maps, presentations and trainings for County Parks’ Natural Resource Management program as well as for other planning projects. Key projects included a fuel reduction prioritization analysis, San Bruno Mountain trail analysis, natural resource reference maps and databases. The GIS Crew Members were trained to use the iPad ARC-GIS Collector App and inventory protocols. The GIS crews inventoried 14 trailheads, 200 trail signs, 870 drainage points, 71 intersections, 300 trail maintenance needs, and 13 vegetation restoration sites, hiking a total of 55 miles in five separate parks. The Crews also made a presentation to the Parks and Recreation Commission.

DISCUSSION:

This proposed amendment is for a term extension for the GIS Program through June 30, 2018, for the Senior GIS Intern position. This intern will work closely with the San Mateo County Parks Department’s Natural Resource Manager to continue the design and implementation of a natural resource GIS database.  Working together they will design the system, identify data layers, establish data collection protocols, prioritize resources and parks to be inventoried, develop training modules for future data collectors, determine technology needs, purchase selected technology, and implement the GIS database. The Intern will coordinate, train, and help oversee SCA Youth Data Collection Teams in the field collecting natural resource data with I-Pads and other field technology. The Senior GIS Intern will be collecting, cleaning and organizing all GIS files for San Mateo County Parks and adding the files to the San Mateo County Parks Geodatabase.  The Senior GIS Intern will also maintain and update the Geodatabase, keeping it organized and ensuring that appropriate files are added.  The Intern will work closely with the County’s GIS team and GIS contractors, who maintain a larger, county-wide GIS program and Geodatabase.

County Counsel has reviewed and approved the amendment as to form.

This amendment contributes to the Shared Vision 2025 outcomes of an Environmentally Conscious Community as GIS SCA youth crews will collect GIS data for San Mateo County Parks for a Geodatabase, which will become an important tool for Parks to use in park planning for conservation and protection of natural resources.

FISCAL IMPACT:

The amendment is for a term extension only and does not add any additional funding. There is no additional fiscal impact as a result of this change.
