BACKGROUND:

On February 23, 2016, the Board of Supervisors approved an agreement with Thrive Academics (TA) by resolution 074383 for the term of February 23, 2016 through June 30, 2017 in an amount not to exceed $150,000 to provide specialized tutoring services using research based instructional techniques to foster children, including low performing students, students with disabilities, and English language learners. The agreement was negotiated based off a Request for Proposals (RFP) conducted on August 18, 2015 which requested education and employment services for foster youth.

 

DISCUSSION:

The Human Services Agency (HSA) is submitting for approval an amendment that will increase the current agreement with TA by $120,000 for a new amount not to exceed $270,000 for the purpose of continuing services an additional year. This increase will permit TA to provide up to 1,666 hours of tutoring services to a minimum of fifteen (15) K-12 grade foster children in San Mateo County using research based instructional techniques, including reading instruction, strategy instruction, STAR math, and Scaffolding-a reading experience that refers to a plan of activities to engage readers in specific thinking strategies as they encounter texts. TA uses learning materials and curriculum that are aligned to California State and common core standards. Tutorial services available to youth under this amendment include: K-12 basic education, math/reading/language arts, and test preparation for the California High School Exit Examination (CAHSEE), General Education Development (GED), American College Testing (ACT), and Scholastic Assessment Test (SAT). Students eligible for tutoring services under this amendment include, but are not limited to, English language learners, low performing students, and/or students with disabilities. This will contribute to long range career and education goals for the foster children of San Mateo County.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

This agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing economic strategies that foster innovation through educational opportunities to youth for the purpose of enhancing their academic knowledge, leading to greater education, job opportunities, and self-sufficiency later in life. It is anticipated that there will be an 85% high school graduation rate of dependent foster youth engaged in foster youth educational and employment programs offered through San Mateo County. Additionally, it is anticipated that 75% of children receiving at least one quarter of services will demonstrate improvement in the academic area(s) of concern upon reassessment.

FISCAL IMPACT:

This amendment extends the term of the agreement by twelve months, for a new term of February 23, 2016 through June 30, 2018 and increases the agreement amount by $120,000 to a new amount not to exceed $270,000. The total increased amount is anticipated to be funded 50% through Children and Family Services Federal Revenue, 50% State Realignment, and no Net County Cost. The amended amount of $120,000 has been included in FY 2017-18 Recommended Budget.
