BACKGROUND:
On February 23, 2016, the Board of Supervisors approved an agreement with Thrive Academics (TA) by resolution 074383 for the term of February 23, 2016 through June 30, 2017 in an amount not to exceed $150,000 to provide specialized tutoring services using research based instructional techniques to foster children, including low performing students, students with disabilities, and English language learners. The agreement was negotiated based off a Request for Proposals (RFP) conducted on August 18, 2015 which requested education and employment services for foster youth.

DISCUSSION:
The Human Services Agency (HSA) is submitting for approval an amendment that will increase the current agreement with TA by $120,000 for a new amount not to exceed $270,000 for the purpose of continuing services an additional year. This increase will permit TA to provide up to 1,666 hours of tutoring services to a minimum of fifteen (15) K-12 grade foster children in San Mateo County using research based instructional techniques, including reading instruction, strategy instruction, STAR math, and Scaffolding-a reading experience that refers to a plan of activities to engage readers in specific thinking strategies as they encounter texts. TA uses learning materials and curriculum that are aligned to California State and common core standards.
