BACKGROUND:
The Board of Supervisors allocates Measure K funds for foster youth education and employment services in San Mateo County. On March 29, 2016, the Board of Supervisors approved an agreement with American Federation of Labor, Congress of Industrial Relations-Fresno, Madera, Tulare, and Kings Counties dba Central Labor Council Partnership (CLCP) by resolution 074426 for the term of March 29, 2016 through June 30, 2017 in an amount not to exceed $600,000 to provide foster youth job training, development, and placement services. The agreement was negotiated based on a Request for Proposals (RFP) conducted on August 18, 2015 which sought proposals for education and employment services for foster youth.

DISCUSSION:
Due to the continuous need for employment services to foster youth, which results in increased skills acquisition and job placements among foster youth, HSA is submitting an amendment that will increase the current agreement with CLCP by $412,000 for a new amount not to exceed $1,012,000.
