Adopt a resolution approving the submission of an application with the Department of Health Care Services, Substance Use Disorder Compliance Division, Driving-Under-the-Influence Unit for licensure as a Driving-Under-the-Influence program.

BACKGROUND:
The Department of Health Care Services (DHCS), Substance Use Disorder Compliance Division, Driving-Under-the-Influence (DUI) Unit, licenses and performs compliance monitoring on all DUI programs in California. The objectives of the DUI program are (1) to reduce the number of repeat DUI offenses by persons who complete a state-licensed DUI program; and (2) to provide participants an opportunity to address problems related to the use of alcohol and/or other drugs.
DISCUSSION:
StarVista and Pyramid Alternatives are licensed by DHCS for the operation of DUI programs in San Mateo County (namely StarVista's First Offender Program, and Pyramid Alternative's First Offender Program and Multiple Offender Program). Pyramid Alternatives recently announced the decision to merge with and become a division of StarVista. Per California Code of Regulations Title 9. Division 4. Chapter 3. Programs for Alcohol and Drug Impaired Drivers, a new application for the operation of a DUI program must be submitted whenever there is a sale or transfer of ownership from one legal entity to another. As part of the application process, the state requires that your Board review and approve the application, verifying the need for DUI program services.
