Measure K: Adopt resolutions:
A) Authorizing an Appropriation Transfer Request (ATR) reducing Measure K revenue and expenditure appropriations in the amount of $40,000 from Non-Departmental Services; and
B) Authorizing an Appropriation Transfer Request (ATR) realizing Measure K revenue in the amount of $40,000 and making a corresponding appropriation in Services and Supplies in the Department of Public Works Road Fund, to fund the street-end waterfront access improvement project in Princeton.

BACKGROUND AND DISCUSSION:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012, and extended in November 2016 for a total of thirty years. The Board and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending.
On March 17, 2015, the Board adopted the Measure K allocation plan for the FY 2015-17 budget, during which the County anticipates Measure K receipts of approximately $80 million annually. The plan includes $5 million in one-time loans or grants, and $1 million each year for FY 2015-16 and 2016-17, divided equally among the five supervisorial districts, for district-specific needs and projects. On April 28, 2015, the Board approved the criteria and process to be used by staff to administer these funds. In accordance with such criteria, District 3 submits the following request to use Measure K funds as set forth below and in the attachment hereto:

This project supports the San Mateo County Shared Vision 2025 goals of creating liveable communities by providing residents and visitors with improved access to the waterfront for recreation.
County Counsel has reviewed and approved the resolution as to form.
FISCAL IMPACT:
There are sufficient district-specific Measure K funds appropriated in the Non-Departmental Services FY 2016-17 Adopted Budget for this purpose. Approval of the Appropriation Transfer Request (ATR) will transfer district-specific Measure K appropriations from Non-Departmental Services to the Department of Public Works. There is no Net County Cost associated with the ATR.

Princeton Street End - Waterfront Access Improvement Project
Transfer $40,000 to the Department of Public Works
One of the goals of Plan Princeton, the County’s effort to update the Princeton land use plan, calls for enhancements to coastal access, recreation, research, and education opportunities. Plan Princeton identifies a number of street-ends, including Columbia Avenue and West Point Avenue, as opportunities to improve beach access from the street. Currently, the street-ends consist of unpaved right-of-way.
The pilot Princeton Street-End Waterfront Access Improvement Project will include beach access improvements at the end of Columbia Avenue and West Point Avenue in Princeton. The Midcoast Community Council will review the project plans and County staff will gather Council and public input as the plans are developed. Adjacent property owners will also be notified in advance of project implementation.
The Department of Public Works will oversee the permitting and construction of improvements at the street ends in Princeton. The Department of Public Works will receive a total of $40,000 of Measure K funds to complete the pilot Princeton Street-End Waterfront Access Improvement Project.
