BACKGROUND:
BAWSCA was created on May 27, 2003, to represent the interests of 24 cities and water districts, and two private utilities, in Alameda, Santa Clara, and San Mateo counties that purchase water on a wholesale basis from the San Francisco regional water system.

The two private utilities that have appointees to the BAWSCA board are Stanford University and California Water Service Company. California Water Code section 81336(c)(1) provides that the Board of Supervisors of San Mateo County shall appoint one member to the board who is an officer or employee of the California Water Service Company.

DISCUSSION:
Since 2005, Robert Guzzetta has served as the Board's appointee from the California Water Service Company to BAWSCA since 2005. Mr. Guzzetta has retired from employment and his term expires on June 30, 2017. The California Water Service Company and BAWSCA are now requesting that Mr. Robert Kuta be appointed to the BAWSCA board as the officer or employee representative. Mr. Kuta is currently the company's Vice President for Engineering and Environmental Affairs with more than 30 years of experience in the industry.

This appointment contributes to the 2025 Shared Vision statement of a Collaborative Community. Our diverse population works well together to build strong communities, effective government and a prosperous economy, civic engagement - including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues - is uniformly high among the diverse population of San Mateo County.
